“GOD’S Accusation Against The Wicked,” Isaiah 56:9) All Ye Beasts Of The Field, Come To Devour, Yea, All Ye Beasts In The Forest.  10) His Watchmen Are Blind:  They Are All Ignorant, They Are All Dumb Dogs, They Cannot Bark; Sleeping, Lying Down, Loving To Slumber.  11) Yea, They Are Greedy Dogs Which Can Never Have Enough, And They Are Shepherds That Cannot Understand:  They All Look To Their Own Way, Every One For His Gain, From His Quarter.  12) Come Ye, Say They, I Will Fetch Wine, And We Will Fill Ourselves With Strong Drink; And Tomorrow Shall Be As This Day, And Much More Abundant.

Nelson’s Compact Bible Commentary – v9, The beasts summoned to attack the ungodly community are hostile nations.  v10,  The Pronoun HIS Refers To The Lord.  Watchmen, those who ought to warn the city of approaching danger, refers to prophets (21:6; Jeremiah 6:17; Ezekiel 3:17; 33:2-7) who do not fear GOD.  The ungodly watchmen leave the people defenseless.  v11, 12, greedy dogs:  The dog was not highly regarded in Biblical culture.  Shepherds is a metaphor for rulers (40:11; Ezekiel 34:1-6).

Quest Study Bible – v10, “Israel’s watchmen,”  Israel’s civil and religious leaders.  Like watchmen whose job it is to protect a city from invaders, Israel’s leaders were entrusted in the guarding against Spiritual Attack.  But they were Spiritually blind or asleep and failed to warn the people or lead them in following THE LORD.

Matthew Henry’s Concise Bible Commentary – v9-12, Desolating Judgments Are Called For; and this Severe Rebuke of the rulers and teachers of the Jewish Church, is applicable to other ages and places.  It is bad with a people when their shepherds slumber, and are eager after the world.  Let Us Pray The GOOD SHEPHERD To Send Us Pastors AFTER HIS OWN HEART, Who Will Lead Us With Knowledge, That We May REJOICE IN HIS HOLY NAME, And That Believers May Be Daily Added To THE CHURCH.  Amen.
