“Jerusalem To Be Inhabited,” V, Isaiah 45:20) Assemble yourselves And Come; Draw Near together, ye That Are Escaped Of The Nations:  they Have No Knowledge That Set Up The Wood Of their graven image, and pray unto a god that cannot save.  Jeremiah 44:28; Romans 1:22.  21) Tell ye, and bring them near; Yea, let them take counsel together:  Who Hath Declared This From Ancient Time:  Who Hath Told It From That Time?  Have Not I The Lord?  And There Is No God Else Beside Me; A Just God And A Saviour; There Is None Beside Me.  22) Look Unto Me, And Be ye Saved, All The Ends Of The Earth:  For I Am God, And There Is None Else.  23) I Have Sworn By Myself, The Word Is Gone Out Of My Mouth In Righteousness, And Shall Not Return, That Unto Me Every Knee Shall Bow, Every Tongue Shall Swear.  Philippians 2:10; Psalm 63:11.  24) Surely, Shall one say, In The Lord Have I Righteousness And Strength:  Even To Him Shall Men Come; And All That Are Incensed Against Him Shall Be Ashamed.  25) In The Lord Shall All The Seed Of Israel Be Justified, And Shall Glory. 

Nelson’s Compact Bible Commentary – v20, Draw near together:  For similar ideas see 41:1, 21, 22; 43:9; 44:7.  v21, The pronoun This refers to The Universal Salvation begun with Cyrus’s decree that Israel would return home (44:24–45:13).  v22, No Other:  For Additional References To God’s Incomparability  see 40:25; 45:5. v23, I Have Sworn By Myself:  The Certainty Of The Word Of The Lord Is Emphasized Strongly In The Book Of Isaiah (40:8).  The Lord’s Promise That To Me Every Knee Shall Bow Will Be Fulfilled In Jesus Christ (see Philippians 2:10, 11).  v24, 25, Those who are incensed against God will have no share in His Eternal Kingdom (50:11; 66:24).

Quest Study Bible – v23, “Why Would God Swear By Himself?”  First, to emphasize The Total Truth Of What He Says Here.  Second, To Portray The Utter Uniqueness Of God.  In those days, as today, people would swear to God (or say: “By God”) to indicate their Truthfulness.  Who Could God Swear By?  Himself, Of Course, Since There Is No Other (v.22).  See Hebrews 6:14.   v23, SCRIPTURE LINK,   See Romans 14:11; Philippians 2:10-11.  The Bible Foretells The Time When Everyone Will Bow Before God As Judge.   In Romans, Paul quotes this Text to show how we should Avoid Judging Each Other.  In Philippians, he poetically places Jesus In This Picture As The Recipient Of Honor.

Matthew Henry’s Concise Bible Commentary – v20-25, The Nations Are Exhorted (Strongly Encouraged) To Draw Near To Jehovah.  None Besides Is Able To help; He Is The Saviour, Who Can Save Without The Assistance Of Any.  If The Heart Is Brought Into The Obedience Of Christ, The Knee (Shall Bow) Will Cheerfully Obey His Commands.  To Christ Men Men Shall Come From Every Nation For Blessings; All That hate His Cause Shall Be Put To Shame, And All Believers Shall Rejoice In Him As Their Friend And Portion.  All Most Come To Him:  May We Now Come To Him As The Lord Our Righteousness, Walking According To His Commandments.  Amen.
