“Woe To David’s City,” cont’d, Isaiah 29:9) Stay yourselves, and wonder, cry ye out, and cry:  they are drunken, but not with wine; they stagger, but not with strong drink.  10) For The Lord Hath Poured Out Upon You The Spirit Of Deep Sleep, And Hath Closed Your Eyes :  the prophets and your rulers, the seers hath He Covered.  Psalm 69:23.  11) And The Vision Of All is become unto you as the words of a book that is sealed, which men deliver to one that is learned, saying, Read this, I pray thee:  and he saith, I cannot; for it is sealed:  Revelation 5:1.  12) And the book is delivered to him that is not learned, saying, Read this, I pray thee:  and he saith, I am not learned.  13) Wherefore The Lord Said, Forasmuch As This people Draw Near Me With Their Mouth, And With Their Lips Do Honour Me, But Have Removed Their Heart Far From Me, And Their Fear Toward Me Is Taught By The Precept (Principle or Rule) Of Men:  Colossians 2:22.  14) Therefore, Behold, I Will Proceed To Do A Marvellous Work Among This People, Even A Marvellous Work And A Wonder:  For The Wisdom Of Their Wise Men Shall Perish, And The Understanding Of Their Prudent Men Shall Be Hid.  Jeremiah 49:7; 1 Corinthians 1:19.  15) Woe unto them that seek deep to hide their counsel from The Lord, and their works are in the dark, and they say, Who seeth us?  and who knoweth us?  16) Surely your turning of things upside down shall be esteemed as the potter’s clay:  for shall the work say of him that made it, He made me not?  or shall the thing framed say of him that framed it, He had no understanding?  Romans 9:20.

Nelson’s Compact Bible Commentary – v9, 10, Pause … Blind:  Whereas the Religious leaders of Israel were physically drunk (28:7), those of Jerusalem stagger not from intoxicating drinks, but from ignorance of The Lord And His Ways.  v11, 12, The literate represent the Religious leaders who found Isaiah’s Prophecies sealed because of their own Spiritual Blindness.  The illiterate represent the common people.  v13, The people’s mouths and lips spoke The Right Things, but their inner nature was far from God.  v14, God’s Marvelous Work includes both Judgment on the proud and Salvation for the lowly (vv. 17-24).  v15, The word counsel  refers to making alliances instead of running to God For Assistance.  v16, potter … clay:  For a similar idea, see 45:9.  v17, Lebanon is a symbol of earth’s might.  Fruitful field, or “garden,” is the opposite of Lebanon, a forest.

Quest Study Bible – v9-10, “Why Did God Prevent The Religious Leaders From Understanding?”  For so long and in callous ways they Rejected Him, that this might have been God’s Way Of Saying, “Okay, Have It Your Way.”  Or it could be an exaggerated way of saying that the people were so blind it was as though God Himself Had Put Them To Sleep.  For more on their blindness see 6:9-10.  v13, SCRIPTURE LINK (29:13) Honor Me With Their Lips, But Their Hearts Are Far From Me.  Jesus used this Scripture to describe the Hypocrisy In His Day.  See Matthew 15:8-9; Mark 7:6-7.  v13, “What rules had they substituted for genuine Worship?”  The Rules outlined by Moses in Leviticus:  Rules about what to Sacrifice and when, how to Honor The Sabbath, what not eat and so on.  Though these rules were Given By God and Had A Purpose, the people missed the point entirely.  They were only going through the motions–and that wasn’t enough.  David had been concerned about empty Religious Ritual long before Isaiah (Psalm 40:6-8): 51:16-17).   v15-16, “Who was planning what?”   To offset the enemies, kings often relied on intricate international schemes that obligated them to allies.  Hezekiah(‘s) dialogue with Egypt to conteract the Assyrian menace to Jerusalem (2 Kings 18:21).  See “What was wrong with asking Egypt for support?” (30:1-2).   v16, SCRIPTURE LINK (29:16) Potter … like the clay.  Jeremiah and Paul used this same idea to talk about God’s Sovereignty.  See Jeremiah 18; Romans 9:20).

Matthew Henry’s Concise Bible Commentary – v9-16, The security of sinners in sinful ways, is cause for lamentation and wonder.  The learned men said that the Divine Prophecies were obscure; and the poor urged their want of learning.  The Bible Is A Sealed Book To Every Man, Learned or Unlearned, Till He Begins To Study It With A Simple Heart And A Teachable Spirit, That He May Thence Learn The Truth And The Will Of God.  To Worship God, Is To Approach Him.  And if the heart be Full Of His Love And Fear, Out Of The Abundance Of It the Mouth Will Speak, but there are many whose Religion Is Lip-Labor Only.  When they pretend to be Speaking to God, they are thinking of a thousand foolish things.  They Worship The God Of Israel according to their own devices.  Many are only formal in Worship.  And their religion is only to comply with custom, and to serve their own interest.  But the wanderings of mind, and defects in Devotion, which are the Believer’s Burden, are very different from the Withdrawing Of The Heart From God, So Severely Blamed.  And those who make Religion no more than a pretense, deceive themselves.  And as those that Quarrel With God, so those that think to conceal themselves From Him, In Effect Charge Him With Folly.  But All Their Perverse Conduct Shall Be Entirely Done Away.
