“A Prophecy About Egypt,” Isaiah 19:1) The Burden (Oracle or Prophecy) of Egypt, Behold, The Lord Rideth Upon A Swift Cloud, And Shall Come Into Egypt:  and the idols of Egypt shall be moved At His Presence, and the heart of Egypt shall melt in the midst of It.  2) And I Will Set The Egyptians Against Egyptians:  and they shall fight every one against his brother, and every one against his neighbour, city against city, and kingdom against kingdom.  3) And the spirit of Egypt shall fail in the midst thereof; And I Will Destroy the Counsel Thereof:  and they shall seek to the idols, and to the charmers, and to them that have familiar spirits, and to the wizards.  4) And the Egyptians Will I Give Over into the hand of a cruel lord; and a fierce king shall rule over them, Saith The Lord, The Lord Of Hosts.

Nelson’s Compact Bible Commentary – v1, The Lord Rides On A Swift Cloud:  For similar imagery, see Psalm 18:10; 68:4; Matthew 26:64.  v2, The political anarchy of Egyptians against Egyptians has religious roots; their many gods failed them.  v3, The spirit of Egypt:  The principal key for understanding the world of ancient Egypt is ma’at, an Egyptian word for “order.”  When God brought Moses to confront Pharaoh (Exodus 5:14), it was ma’at that was under attack.  v4, Cruel master may be an illusion to Pharaoh’s tyranny against Israel (Exodus 6:9).

  Matthew Henry’s Concise Bible Commentary – v1-17, God Shall Come Into Egypt With His Judgments.  He Will Raise Up The Causes Of Their Destruction From Among (or, In The Midst Of) Themselves.  When ungodly men escape danger, they are apt to think themselves secure; But Evil Pursues Sinners, And Will Speedily Overtake Them, Except They Repent.  The Egyptians will be given over into the hand of one who shall rule them with rigor, as was shortly after fulfilled.  The Egyptians were renowned for wisdom and science; Yet The Lord Would Give Them Up To Their Own Perverse Schemes, and to quarrel, till their land would be brought by their contests (for supremacy) to an object of contempt and pity.  He Renders sinners afraid of those whom they have despised and oppressed and The Lord Of Hosts, Will Make the workers of iniquity a terror to themselves, and to each other; and every object around a terror to them.
